At the end of Harry Potters 7th year (June 1998) he was met in epic battle with Lord Voldemort. The details of the battle are obscure and hard to put together, but in the end Harry disappeared (he still lives, for he sent one letter that he was alive but not to come search for him; thus, no one has seen him since) and Voldemort lives still. The War continues.
After Dumbledore died the year-end prior (June 1997), Minerva McGonagall took the role of Headmistress and she appointed Remus Lupin as Deputy Headmaster. Together they have kept the school running and a safe haven for students to learn. The Order has also been able to pass through Hogwarts, as a refuge of sorts, if the need arose.
Now, being attuned into the lives of the students again, Remus has come to discover 8 students of various year, house, and gender who possess a new and special ability. He was only sorry they had not learned of these students before Harry had tragically disappeared.
There are 2 students each, a boy and girl, to the four natural elements: Fire, Water, Air, and Earth. The degree to which each student can control his/her powers varies but Remus thinks that they may be able to help stop the Dark Lord. Why else would the Fates grant such powers?
After speaking with the 8 students in a private meeting with McGonagall, it was learned that the students were likely born with these powers. Over the years of childhood their respective element showed up vaguely in day to day life. Yet, upon coming to Hogwarts the powers rapidly developed due to all the magical energy and influence. Thus, the students gained real skills and abilities related to their element as well as ways to manipulate their element. There is not a lot of information on the powers yet, as how they grow remains to be seen.
Will the Elementals be able to hone their skills and learn enough to battle the Dark Lord? Will the Order of the Phoenix even withstand long enough against the growing Death Eater Army? What happens next only time will tell...

The students at Hogwarts, and the world at large, are unaware of the Elemental Students. Minerva and Remus know all about it, of course, as do any other Elementals. A few primely trusted members of The Order of the Phoenix were informed and swore and oath of secrecy. The Elemental students are, of course, permitted to inform their family and friends but are encouraged to do so with caution. It is imperative to keep it a secret as much as possible so as to use the skills against The Dark Lord.
